You run a build on a Microsoft Team Foundation 2008 Build that has Microsoft Visual Studio 2008 Team Foundation Server Service Pack 1 (SP1) installed. However, the targets that are specified by the TargetsNotLogged property are still logged in the Build Details window as the following:
Project "<project>" is building project "<dependent project>" with target(s) "GetTargetPath". Project "<project>" is building project "<dependent project>" with target(s) "GetNativeManifest". Project "<project>" is building project "<dependent project>" with target(s) "GetCopyToOutputDirectoryItems".
Additionally, it takes very long time to complete the build because of the majority of extraneous build steps.
Because of the logic in the MSBuild engine that is related to caching target outputs, the TargetsNotLogged property prevents logging of only the first project-to-project reference. All later project-to-project references are still logged just as they were logged before Visual Studio 2008 Team Foundation Server SP1.
A supported hotfix is now available from Microsoft. However, it is intended to correct only the problem that this article describes. Apply it only to systems that are experiencing this specific problem.

You must have Visual Studio 2008 Team Foundation Server SP1 installed on the Team Foundation 2008 Build to apply this hotfix.
You do not have to restart the computer after you apply this hotfix.

The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time item in Control Panel.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
The TargetsNotLogged property was introduced in Visual Studio 2008 Team Foundation Server SP1. The goal was to reduce the many noisy log entries for Team Foundation 2008 Build projects that contain project-to-project references. The TargetsNotLogged property is used to prevent the ProjectStartedEvents function from logging the specified targets. By default, the Microsoft.TeamFoundation.Build.Targets file initializes this property to ignore the following targets:
