You have a Visual FoxPro database container (.DBC) file and you want to convert it into a Microsoft Access 2003 or 2008 database (.MDB) file.
You find no option to save a DBC file in MDB format nor do the Visual FoxPro EXPORT or COPY TO commands offer an MDB option. Likewise, there is no "Import DBC" type option in Microsoft Access.
The functionality to perform this conversion is not built into the Visual FoxPro or Access products.
While there are no commands in VFP or Access to create an MDB file from a DBC, there is a freeware tool available which can accomplish this task. The "DBC2MDB" application provides a wizard interface to walk you through converting a DBC file into an MDB file. You can download the DBC2MDB file from the Downloads section of UniversalThread.com.
There are also third-party products for sale that are discoverable via a web search using keywords like "DBC Convert MDB."
Please note that the UniversalThread.com site also contains a tool to convert an Access MDB file into a VFP DBC. Search the downloads section of UniversalThread.com for MDB2DBC.
