In Microsoft Dynamics CRM 4.0, you run the Create Quick Campaign Wizard on some contacts or on some accounts that are not owned by the user who is logged on to the computer. You create an e-mail activity for the campaign that will be sent when the Create Quick Campaign Wizard finishes. However, the e-mail message is not sent after the Create Quick Campaign Wizard finishes.
This problem occurs if the owner of the quick campaign does not have the "Send E-mail as Another User" permission on one of the assigned roles.
If you open the quick campaign and then click Contacts Excluded, you receive the following e-mail message:
The logged-on user does not have the appropriate security permissions to view these records or perform this specific action.
Additionally, the Reason Id column displays 0x80040220.
This problem occurs even if you applied hotfix 954673. For more information about hotfix 954673, click the following article number to view the article in the Microsoft Knowledge Base:

A setup update is available from Microsoft. When you install Microsoft Dynamics CRM 4.0, or when you upgrade to Microsoft Dynamics CRM 4.0, you can check for setup updates. If you select the option to check for setup updates, the application downloads any new setup updates and applies the setup updates to the installation while the setup process is running.
To obtain this fix, use the Update Installation Files option during Microsoft Dynamics CRM 4.0 setup. For more information about how to use the Update Installation Files option or how to manually download the setup update, click the following article number to view the article in the Microsoft Knowledge Base:
