When you use RUNAS to launch an application while a group policy is being refreshed in the background, Explorer stops responding and appears to hang. For example when the “Defrag C policy” custom group policy is applied and you try to launch an application by right-click and “run as”, Explorer will hang.
Note The “Defrag C policy” creates a Scheduled Task to defragment the client. This policy is created using "Policy Maker" from "Microsoft Desktop Optimization Pack".
To workaround this issue, use "runas" command from command line instead of launching by explorer shell.
