History Toolbar Button Is Grayed Out.

History toolbar button is grayed out.
The problem occurs from a group security settings.
To fix the issue follow the steps below.
- Select Security from the Setup menu
- Right click on the group the user is assigned to
- Select Properties
- Put a Check "Drill-down to all other detail"
- Have the user login to verify
