Windows Server 2008 Foundation contains an entry in the Start > All Programs menu for Windows PowerShell, however the entry is empty. This is a known issue that has no effect on Windows Server 2008 Foundation or PowerShell.
Enabling the PowerShell feature via Server Management will correct the entry.
