When you try to install Microsoft System Center Data Protection Manager (DPM) 2007, you may receive the following error message:
DPM is unable to configure the Windows account because the password you entered does not meet the Group Policy requirements. (ID: 3023) Enter another password for the account
Additionally, information that resembles the following may be logged in the Dpmsetup.log file on a Windows Server 2008-based computer:

You can find this log in the following locations:

This problem occurs because of the third-party password filter software that is installed on the computer.
To resolve this problem, either temporarily disable the password filter software or uninstall it. Then, rerun the DPM 2007 installation operation.
To work around this problem, change the DNS address on the DPM server from a valid address to the local host IP address (127.0.0.1). When you pass the error point, change the DNS address back to the original value.
