A transport rule is not applied to MDNs in Exchange Server 2007

SYMPTOMS
In a Microsoft Exchange Server 2007 environment, you create a transport rule that operates under the "when the Content-Type contains report-type=disposition-notification" condition. However, the transport rule is not applied to Message Delivery Notifications (MDNs).
CAUSE
Exchange Server 2007 checks only the value of the "Content-Type" parameter of the MIME header. Exchange Server 2007 does not check the value of the "report-type=disposition-notification" parameter of the MIME header.

For example, a typical MDN MIME header resembles the following:
Content-Type: multipart/report;boundary="_000_0B0A36F9B075974C8F21A49A4ECAF9C9019C4EE886E32k3ex12j01s_" report-type=disposition-notification
Exchange Server 2007 checks only the value of the first parameter of this MIME header.
RESOLUTION
To resolve this problem, install the following update rollup:
971534 Description of Update Rollup 1 for Exchange Server 2007 Service Pack 2
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
