Issue that this hotfix package fixes

Consider the following scenario. In Groove Enterprise Management Server 3.x, you use device policies to block users from using the Files tool and the Pictures tool. Then, you upgrade Groove Enterprise Management Server 3.x to Groove Manager Server 2007. When you edit and then save any device policy in this scenario, the device policy is upgraded to the Groove Manager Server 2007 device policy. Therefore, this upgrade removes the tool usage policies, and you can use the previously blocked Files tool and Pictures tool.
