Error message when you save a macro-enabled spreadsheet in the "Excel 97 - 2003 Workbook" file format in Excel Starter 2010: "Uninitialized ActiveX controls cannot be transferred to the selected file format"

SYMPTOMS
You open a macro-enabled spreadsheet that contains an ActiveX control in Microsoft Excel Starter 2010. When you save the spreadsheet in the "Excel 97 - 2003 Workbook" file format, you receive the following error message:
Uninitialized ActiveX controls cannot be transferred to the selected file format. The controls will be lost if you continue.
CAUSE
Programmability is disabled in Microsoft Office Starter 2010. Therefore, ActiveX controls are not initialized during the file loading process. Because of this, the workbook cannot be saved in the legacy format.
WORKAROUND
To work around this issue, use one of the following methods:

Method 1 Use Excel Starter 2010 to save the file in the "Excel Macro-Enabled Workbook" file format to maintain the ActiveX controls.

Method 2 Use Microsoft Office Excel (non-Starter edition) to save the file in the "Excel 97 - 2003 Workbook" file format.
