Symptoms

Consider the following scenario:

  • You have the Microsoft .NET Framework 3.5.1 installed on a computer that is running Windows 7 or Windows Server 2008 R2.

  • You enable the following security setting on this computer:

    System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signingNote To enable this security setting, you can set the following registry entry to a value of 1.

    HKLM\System\CurrentControlSet\Control\Lsa\FIPSAlgorithmPolicy\Enabled

  • You try to run a Microsoft ASP.NET 3.5-based application that uses a ScriptManager control.

  • The application level Web.config file of this application contains following settings:

    <compilation debug="true" />
    <machineKey validationKey="AutoGenerate,IsolateApps" decryptionKey="AutoGenerate,IsolateApps" validation="3DES" decryption="3DES"/>

In this scenario, the application cannot run. Additionally, you receive an exception that resembles the following:

InvalidOperationException: This implementation is not part of the Windows Platform FIPS validated cryptographic algorithms.

Cause

This issue occurs because the ScriptResourceHandlerclass that is included in the System.Web.Extensions.dll file is not compliant with the United States Federal Information Processing Standard (FIPS).

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

You must have the Microsoft .NET Framework 3.5.1 installed to apply this hotfix. Your computer must be running one of the following operating systems:

  • Windows 7

  • Windows Server 2008 R2

Restart requirement

You do not have to restart the computer after you apply this hotfix.
