"Access denied by Business Data Connectivity" error message when you discover, delete, or save a new LOB system in SharePoint Designer 2010

SYMPTOMS
In Microsoft SharePoint Designer 2010, you receive the following error message:
Access denied by Business Data Connectivity

This issue occurs in one of the following scenarios:
  • Scenario 1 You do not have edit permissions on the Business Data Connectivity (BDC) metadata catalog. When you try to discover an LOB system in SharePoint Designer 2010, you receive this error message.
  • Scenario 2 You do not have edit permissions on the BDC metadata catalog. However, you have edit permissions to the discovery LOB system and its discovery model. If there is no LOB system in BDC that has the same name as the ConnectionName property of the discovery LOB system's first LOBSystemInstance object, you can design the External Content Type in SharePoint Designer 2010 for this discovery LOB system. However, when you save the External Content Type, you receive this error message.  

    Note A discoveryLOB system is an LOB system that has a Discovery property that is used by SharePoint Designer 2010. A discovery model is a model that has a Discovery property that is used by SharePoint Designer 2010.
  • Scenario 3 You do not have edit permissions on the BDC metadata catalog. However, you have edit permissions to a discovery LOB system. When you try to remove the discovery LOB system in the Data Source Explorer that is found in External Content Type Designer in SharePoint Designer 2010, you receive this error message.
CAUSE
This issue occurs because you do not have edit permissions on the BDC metadata catalog.
RESOLUTION
To resolve this issue, ask the farm administrator or the delegated farm administrator to give you edit permissions on the BDC metadata catalog.
