Function keys on the Japanese 106 keyboard layout do not work in Windows 7 when you use the on-screen keyboard or the Tablet PC Input Panel keyboard

SYMPTOMS
Consider the following scenario:
  • You use the Japanese 106 keyboard layout on a computer that is running Windows 7.
  • You turn on the NUMLOCK key.
  • You click a function key (for example, F1 or F2) by using the on-screen keyboard or the Tablet PC Input Panel touch keyboard.
In this scenario, the function keys do not work.

For example, when you click Fn and then click F1, Windows Help does not open as expected.
WORKAROUND
To work around this problem, turn off the NUMLOCK key by using your physical keyboard.

Note The NUMLOCK key is not available with the Tablet PC Input Panel or with the on-screen keyboard
