Windows Sandbox may fail to start with "ERROR_FILE_NOT_FOUND (0x80070002)" on devices in which the operating system language is changed during the update process when installing Windows 10, version 1903.
Select Product Version. All Products. An upgrade moves your PC from a previous version of Windows — such as Windows 7 or Windows 8.1 — to Windows 10. An upgrade can take place on your existing device, though Microsoft recommends using Windows 10 on a new PC to take advantage of the latest features and security improvements.

Select a category to see names of devices, then right-click (or press and hold) the one you’d like to update. Select Search automatically for updated driver software. Select Update Driver. If Windows doesn't find a new driver, you can try looking for one on the device manufacturer's website and follow their instructions.
Before upgrading to Windows 10 Pro, make sure your device is up to date and running the most recent version of Windows 10 Home.
