Symptoms

You can't install Microsoft Dynamics AX 2009 client on some Windows 7 machines. You will see error similar to this in the DynamicsSetupLog file:

RegAsm : error RA0000 : Could not load file or assembly 'System.Design, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. The system cannot find the file specified.

Cause

Only the Microsoft .NET Framework 4 Client Profile is installed on the workstation. This is an optional update that is now available through Windows Update (KB982670). If you only have this installed, you will not be able to install the Microsoft Dynamics AX 2009 client.

Resolution 1

Uninstall Microsoft .NET Framework 4 Client Profile, and then install the Microsoft Dynamics AX 2009 client. You may then re-apply KB982670.

Resolution 2

Install Microsoft .NET Framework 4, and also then install Microsoft Dynamics AX 2009.
