When you delete a journal through the Journal app or File Explorer, it goes into the Windows Recycle bin. You can restore a journal that was accidentally deleted through the Recycle Bin.

Once in the Recycle Bin:

Select the journal that you'd like to restore

Right click, and select Restore
You should be able to see this journal in the Journal home page again.
