When you enter OOBE the first time, you may find that the layout of your keyboard is different from the language you selected at OOBE. For example, on an OEM machine using English-US as the base OS plus a German language pack, if you select German as the default language during OOBE, the “Alt Gr” key may not function. You may not be able to enter a Microsoft Account name that has the “@” sign. Or, if you create a user password at OOBE when the keyboard layout is wrong, you may have difficulties to logon with that password as the keyboard layout will be changed after OOBE. This may occur on both physical and on-screen keyboards.
