Windows Store app fails to deploy offline to Windows 10 Version 1511


Consider the following scenario:

  • In Windows 10 Version 1511, you run an offline deployment of a Windows Store app that was not included with the operating system software.
  • This is a free Windows Store app.
  • You are using the Skip license option during deployment.

In this scenario, the app fails to install and triggers the following error:



The issue occurs because License Manager doesn’t configure the license correctly.


The issue is fixed in Windows 10 Version 1607. To resolve the issue, upgrade to this version of Windows 10.


To work around this issue in Windows 10 Version 1511, deploy the affected Windows Store app online. For some restricted network environments, you can also set up a Windows Store for Business environment and then deploy the app through an internal private network.
