Public Folder replication is not working after you migrate to Windows SBS 2008


Consider the following scenario:

You moved Exchange Server public folders from Microsoft Exchange Server 2003 to Microsoft Exchange Server 2007 to prepare for migration to Windows Small Business Server (Windows SBS) 2008. Then you completed migration from Windows Server 2003 to Windows Small Business Server 2008.

In this scenario, public folders are not being replicated to Exchange Server 2007.

When you view Queues in Exchange System Manager, you see that messages are stuck in the SBS2003-SBS2008 Routing Group Connector.

If you turn on SMTP logging, you see the public folder replication messages are being sent to a remote server or may be trying to connect on a port other than port 25.


This issue may occur if one or more of the following items have been configured on the Windows SBS 2003 computer:
  • A smart host has been configured on your SMTP virtual server. This routes all messages to your smart host server. This includes Public Folder replication messages.
  • The Outbound Connections TCP port was changed to something other than port 25 on the Default SMTP Virtual Server in Exchange 2003.
  • Integrated Windows Authentication is unchecked on the Default SMTP virtual server on your source Windows SBS 2003 computer.
  • Your domain was added to the blocked senders list. This is usually done to prevent spam from email senders from spoofing your domain. An example of spoofing is, where Contoso is your email domain.
The routing group connector for public folders binds to the default SMTP virtual server for SMTP traffic and tries to use it for SMTP communication. Public folders send their replication messages through SMTP. So, if a smart host is configured on the SMTP virtual server, it will send the replication messages to your smart host. The smart host will not accept public folder replication messages. The outgoing port that is configured will not be used because Exchange Server 2007 is not listening on this port and the connection is never made.


To resolve this issue, follow these steps:
  1. On the Windows SBS 2003-based computer, click Start, point to Administrative Tools, and then click Internet Information Services (IIS) Manager.
  2. In IIS Manager, expand the local computer, right-click Default SMTP Virtual Server, and then click Properties.
  3. On the Delivery tab, click Advanced.
  4. In the Advanced Delivery dialog box, if a Smart host is configured in the Smart host box, delete the Smart host, and then click OK.
  5. On the Delivery tab, click Outbound security.
  6. Select Anonymous access, and then click OK.
  7. On the Delivery tab, click Outbound Connections.
  8. In the TCP port box, verify that the TCP port is set to 25. Change the port number to 25 if you need to, and then click OK.
  9. In the Default SMTP Virtual Server Properties dialog box, click the Access tab, and then click Authentication.
  10. Select the Integrated Windows Authentication check box, and then click OK.
  11. Click OK to close Default SMTP Virtual Server Properties.
  12. On the computer that is running Exchange Server 2007, open Exchange Management Console, expand Organization Configuration, and then click Hub Transport.
  13. On the Anti-Spam tab, right-click Sender Filtering, and then click Properties.
  14. In Sender Filtering Properties, click the Blocked Senders tab, and then make sure that your own domain is not listed as a blocked sender. If your domain is listed, click the entry and then click the red X to remove it.
  15. Click Apply, and then click OK.
