INTRODUCTION
This article describes how an administrator can prevent Microsoft Office Outlook from downloading the Offline Address Book (OAB) without disabling Cached Exchange Mode. You can prevent both automatic and manual download of the Offline Address Book.

To prevent Outlook from downloading the Offline Address Book without disabling Cached Exchange Mode, use one of the following methods to modify the registry on client computers.

Important Follow the steps in this section carefully. Serious problems might occur if you modify the registry incorrectly. Before you modify it, back up the registry for restoration in case problems occur.

Method 1: Modify the registry manually

Add the following registry keys for users whom you want to prevent from downloading the Offline Address Book. You can add these keys to clients manually, by using a logon script, or by using Group Policy.

Note  Exit Outlook and delete the .oab files from the user's profile before you make this change. See the OAB file locations' section at the bottom of this article for the location of the .oab file.

The registry data is as follows:
  • Key: HKEY_CURRENT_USER\Software\Microsoft\Exchange\Exchange Provider

    or
  • Key: HKEY_CURRENT_USER\Software\Policies\Microsoft\Exchange\Exchange Provider
    • DWORD (value = 0):
      • "Limit SRS Incremental Download"
      • "Limit Manual OAB Download"
      • "Limit SRS Full OAB Download" 

  • HKEY_CURRENT_USER\Software\Microsoft\Office\x.0\Outlook\Cached Mode

    or
  • HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\x.0\Outlook\Cached Mode
    • DWORD (value = 0)
      • DownloadOAB

    NoteThe x.0 placeholder represents your version of Office (16.0 = Office 2016, 15.0 = Office 2013, 14.0 = Office 2010, 12.0 = 12 Office 2007, 11.0 = Office 2003).

The 'DownloadOAB' DWORD can be configured with the following values:  

  • 0 = The Offline Address Book does not download automatically.
  • 1 = The Offline Address Book uses the Download Full Items download mode. This is the default setting.
  • 2 = Download the Offline Address Book in any download mode, but download a differential update in the Header only download mode.
  • 3 = Always download the Offline Address Book and a differential update in one of the following download modes:
    • Download Headers and then Full Items
    • Download Full Items
    • Download Headers

When you set this registry value to 0 (zero), cached-mode Outlook is forced to run directory lookups against an Active Directory directory service global catalog server. This action increases the timeliness of access to modified or new Active Directory objects. However, this action also negates increased tolerance for network latencies and outages.

Important Note If Offline Address Book (.oab) files were previously downloaded and associated with a MAPI profile for Microsoft Outlook, this setting will not have the correct effect. To use this setting, you must set the registry value, remove any .oab files from the local computer, and then synchronize.

Method 2: Modify the registry by using a logon script

The following script adds these registry keys.

Notes:
  • The x.0 placeholder represents your version of Office (16.0 = Office 2016, 15.0 = Office 2013, 14.0 = Office 2010, 12.0 = 12 Office 2007, 11.0 = Office 2003).
  • If you want to disable the final echo statement, type   ‘ before the last statement in this script, as follows.

    ‘wscript.echo "success!"

Method 3: Modify the registry by using Group Policy


Outlook 2013 or later versions:


The default Group Policy template files for Outlook 2013 and 2016 contain the policy setting that controls two of the registry keys that are required to prevent users from downloading the OAB. These are Outlk16.admx and Outlk16.adml for Outlook 2016 and Outlk15.admx and Outlk15.adml for Outlook 2013.

To deploy these settings by using the Outlook Group Policy template, follow these steps: 
  1. Download the following file from the Microsoft Download Center:

    Office 2016: http://www.microsoft.com/en-us/download/details.aspx?id=49030
    Office 2013: http://www.microsoft.com/download/details.aspx?id=35554
  2. Extract the admintemplates_32bit.exe or admintemplates_64bit.exe file to a folder on your disk.
  3. Copy the file appropriate to your version of Outlook to the C:\Windows\PolicyDefinitions folder.

    Office 2016: Outlk16.admx
    Office 2013: Outlk15.admx
  4. Copy the file appropriate to your version of Outlook to the C:\Windows\PolicyDefinitions\xx-xx folder, where xx-xx is a Language Culture Name.

    Office 2016: Outlk16.adml
    Office 2013: Outlk15.adml

    For example, for English (US), the Language Culture Name is en-us. For more information about Language Culture Names, see the following Microsoft website:

    Note The .adml file must be copied from the correct language folder.
  5. Start the Group Policy Object Editor or the Group Policy Management Console.

    Note Because you may be applying the policy setting to an organizational unit and not to the whole domain, the steps may also vary in this aspect of applying a policy setting. Therefore, check your Windows documentation for more information.
  6. In the Group Policy Object Editor or the Group Policy Management Console, under User Configuration, expand Administrative Templates, expand your version of Microsoft Outlook, expand Account Settings, expand Exchange, and then click the Offline Address Book node.
  7. Under Offline Address Book, double-click Offline Address Book: Limit manual OAB downloads.

    Note This setting corresponds to the Limit manual OAB download registry key.

  8. Click Enabled.
  9. For the Upper limit of number of manual OAB downloads per 13 hour period option, enter 0.
  10. Click OK.
  11. Under Offline Address Book, double-click Offline Address Book: Limit number of incremental OAB downloads.

    Note This setting corresponds to the Limit srs incremental download registry key.

  12. For the Allow xx incremental OAB downloads per 13hr period option, enter 0.
  13. Click OK.

Outlook 2010:


The default Group Policy template files for Outlook 2010 contains the policy setting that controls one of the registry keys that are required to prevent users from downloading the OAB. To deploy this setting by using the Outlook Group Policy template, follow these steps: 

  1. Download the Office 2010 Administrative Templates and load them by following the steps in the following TechNet article.

  2. Start the Group Policy Object Editor or the Group Policy Management Console.

    Note Because you may be applying the policy setting to an organizational unit and not to the whole domain, the steps may also vary in this aspect of applying a policy setting. Therefore, check your Windows documentation for more information. 
  3. In the Group Policy Object Editor or the Group Policy Management Console, under User Configuration, expand Administrative Templates, expand Administrative Templates, expand Microsoft Outlook 2010, expand Account Settings, expand Exchange, and then click the Offline Address Book node.
  4. Under Offline Address Book, double-click Offline Address Book: Limit manual OAB downloads.

    Note This setting corresponds to the Limit manual OAB download registry key.
  5. Click Enabled.
  6. For the Upper limit of number of manual OAB downloads per 13 hour period option, enter 0.
  7. Click OK.

OAB file locations

The location of the .oab files on your computer vary according to your Outlook version and the version of Windows on which Outlook is installed. The default location for .oab files is as follows. 
  • Outlook 2016, Outlook 2013 or Outlook 2010
    • Windows 10, Windows 8.1, Windows 8 or Windows 7:

      %userprofile%\AppData\Local\Microsoft\Outlook\Offline Address Books\<guid>

    • Windows XP (Outlook 2010 only):

      %userprofile%\Local Settings\application data\Microsoft\Outlook\Offline Address Books\<guid>

      Note <guid> in this folder path varies between Exchange organizations. The folder name, for example, will resemble 0a1f33a0-dbeb-4007-92e3-57926c848000guid
       
  • Outlook 2007 and Outlook 2003
    • Windows 10, Windows 8.1, Windows 8 or Windows 7:

      %userprofile%\AppData\Local\Microsoft\Outlook

    • Windows XP:

      %userprofile%\LocalSettings\application data\Microsoft\Outlook
