"0x0000009F" Stop error when a website turns on a webcam in Windows 8

Symptoms

Consider the following scenario:
  • You have a webcam attached to a computer that is running Windows 8.
  • You run the default camera application from the Start screen.
  • You browse a website that tries to turn on the webcam that is being accessed by the default camera application. For example, you browse to YouTube and try to capture video directly from the site.
In this scenario, the computer freezes and may crash. If the computer crashes, you receive a stop errormessage that resembles the following:
STOP 0x0000009F (Parameter1, Parameter2, Parameter3, Parameter4)

Notes
  • This Stop error describes a DRIVER_POWER_STATE_FAILURE issue.
  • The parameters in this Stop error message vary, depending on the configuration of the computer.
  • Not all "0x0000009F" Stop errors are caused by this issue.
  • This issue does not occur if you do not run the default camera app when a website tries to access the webcam.


Cause

This issue occurs because of the way the device and Windows manage the device power state when there are multiple access requests.
