SNTP is used in non-domain-joined computers. (This includes Windows Server-based computers.)
Windows XP and later versions of the Windows operating system implement NTP.
Under the right conditions you can maintain 1 ms accuracy with regard to UTC. With careful attention to your computer and network environment, and a solid time source which is accurate and reliable, you should be able to achieve 1 ms accuracy.
