The Security Configuration Wizard creates a duplicated rule in Windows Server 2008 and in Windows Server 2008 R2 when you edit an existing rule

Symptoms


Consider the following scenario:
  • You have a computer that is running Windows Server 2008 R2 or Windows Server 2008.
  • You use the Security Configuration Wizard to change a rule by editing an existing security policy .xml file on the computer. Then, you save the file.
  • You use the Security Configuration Wizard to view the changed rule. Then, you save the file.
In this scenario, the Security Configuration Wizard creates a duplicate rule for the change in the Network Security section. The wizard does not update the existing rule directly.

Note This issue occurs when the rule is a network security rule that is of the auto-generated type.

For example, you use the Security Configuration Wizard to edit a rule that is named "rule1." After you save the change and then check the rule, you find two rules that are named "rule1." One rule has the original settings, and the other rule has the changed settings.

Cause


The issue occurs because the Scw.exe utility incorrectly assigns a new unique ID to the rule when the Scw.exe utility edits the original rule. Scw.exe keeps both the original rule and the changed rule because the two rules have different unique IDs.

Resolution


Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

To apply this hotfix, you must be running Windows Server 2008 Service Pack 2 (SP2) or Windows Server 2008 R2.

File information

The global version of this hotfix installs files that have the attributes that are listed in the following tables. The dates and the times for these files are listed in Coordinated Universal Time (UTC). The dates and the times for these files on your local computer are displayed in your local time together with your current daylight saving time (DST) bias. Additionally, the dates and the times may change when you perform certain operations on the files.
Windows Server 2008 file information notes
Important Windows Vista hotfixes and Windows Server 2008 hotfixes are included in the same packages. However, only "Windows Vista" is listed on the Hotfix Request page. Workaround


To work around the issue, manually delete the unwanted rules in the list after every time that you edit an existing rule.
