Symptoms

When you run Group Policy Management Console (GPMC) in Windows Server 2012 R2, there is no Group Policy Preferences item-level targeting option that lets you specify the Enterprise edition for Windows 7.

Resolution

To add this functionality, install the November 2014 update rollup for Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2.
