Currently, the Save to OneNote feature is not available in Outlook.com. The feature may be implemented in the in the future.
Until then, to save your email to OneNote you can use the Print function:
- Open the message.
- Select ... More actions and Print.
- In the new window, select Print again and from the list of printers choose Send to OneNote.
- Select Print and choose your OneNote location.
