Symptoms
In a Microsoft BizTalk Server 2010 or BizTalk Server 2009 environment, a send port that subscribes to an ErrorReport namespace context property cannot deliver an output message. Additionally, you receive the following error message:
A message sent to adapter "SQL" on send port "ALL.Exceptions" with URI "URI" is suspended.
Error details: The published message could not be routed because no subscribers were found.

This issue occurs when you use a one-way or a two-way send port.

This issue occurs if another send port that has Route Failed Messages enabled generates an ErrorReport, and if the message that is sent through the send port has AckRequired property set to "True". This is usually because the send port is being used by orchestration and delivery notification is set to "Transmitted".
