Symptoms
Consider the following scenario:

On a Windows 8-based computer, you enable Enhanced Protected Mode (EPM).

You enable folder redirection for the Favorites folder.

You browse to a website that was added to the security zone.

You enable the Favorites bar.
-
You try to add the website directly to the Favorites bar.
In this scenario, the attempt is unsuccessful.
