Microsoft distributes Microsoft SQL Server 2008 R2 Service Pack 2 fixes as one downloadable file. Because the fixes are cumulative, each new release contains all the hotfixes and all the security fixes that were included with the previous SQL Server 2008 R2 Service Pack 2 fix release.

Symptoms

After you upgrade an instance of Microsoft SQL Server 7.0 to Microsoft SQL Server 2008 R2 or to Microsoft SQL Server 2012, you receive the following error messages when you try to start the upgraded instance:

Date Time Server Error: 18054, Severity: 16, State: 1
Date Time Server Error 28921, severity 16, state 7

Cause

This issue occurs because an internal parameter of the sp_configure system stored procedure in SQL Server 7.0 is retained in the master database after the instance of SQL Server 7.0 is upgraded to SQL Server 2008 R2 or the later SQL Server version.

Resolution

To make sure the upgrade process is successful, you need to slipstream the hotfix into the SQL Server 2008 R2 installation media that you want to upgrade to first.
