Roaming means that your PC is using a cellular network that your mobile operator doesn't own. When your PC is roaming, your mobile operator may charge you extra for any data you use, depending on your data plan.
Select the Start button, then select Settings > Network & Internet > Cellular.
In Cellular settings, select Data roaming options > Don’t roam.
