Performance improvement for user interactions round trip time

Some user interactions (button click, navigation, etc) might get in line for the available thread to be processed on. In the systems that are already heavily using .net threadpool (runasync from x++, Task class from .net, etc) this wait might be unnecessarily prolonged, resulting in extended wait time.

The fix guarantees that a thread is available specifically to process user interactions, without any waiting time.
