FIX: error in rpcrt4.dll leads to intermittent crashes when you start a Windows Embedded Compact 7-based device

Symptoms

There is an off-by-one error in rpcrt4.dll on a Windows Embedded Compact 7-based device. The error causes rpcrt4.dll to pass a bad parameter to the function memcpy, which leads to intermittent crashes on the device.
