If Windows 2000 Terminal Services users run programs that update the users' Win.ini file by calling GetPrivateProfileString and WritePrivateProfileString, the program may seem to run more slowly than on Microsoft Windows NT 4.0, Terminal Server Edition. This occurs only if the users' home folders are located on a remote file server that contains the users' Wini.ini files.
GetPrivateProfileString and WritePrivateProfileString use Tsappcmp.dll to determine if the file exists by opening the file with specific access permissions. If the file exists, it is opened again for read or write permissions (by GetPrivateProfileString and WritePrivateProfileString). Because the access permission for the second open is different from the first open, the redirector closes and reopens the file instead of "collapsing" it. If a program calls GetPrivateProfileString and WritePrivateProfileString frequently, the alternative opening and closing of the file causes the process to be slow.

The English version of this fix has the file attributes (or later) that are listed in the following table. The dates and times for these files are listed in coordinated universal time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.
