FIX: In Microsoft Host Integration Server 2006, LU session becomes stuck when the host uses both static and dynamic LUs

In a Microsoft Host Integration Server 2006 environment, you connect to a mainframe by using Dynamic Definition for Dependent LUs (DDDLU). Host Integration Server sends a Power-off message to Network Management Vector Table (NMVT). Later, Host Integration Server sends a Power-on message to the host. After this, Host Integration Server will never send a new NOTIFY (SLU Enabled) message to receive a session. Therefore, the LU session becomes stuck when the host is configured to use both static and dynamic LUs.
