Symptoms
Consider the following scenario:

You install the Microsoft .NET Framework 2.0 and the Microsoft .NET Framework 4.0 on a computer.

The computer hosts a website that is extended by Windows SharePoint Services (WSS) or by Microsoft Office SharePoint Server (MOSS).

You install the Windows SharePoint Service (WSS) adapter Web service on the computer.

You try to configure a WSS adapter to access the website in BizTalk Server 2009.
In this scenario, you receive an error message that resembles the following:
Error encountered while querying virtual server state for URL: http://URL. Make sure the site is extended by Windows SharePoint Services. (CWssAdaCfg)
If you use the Microsoft.BizTalk.KwTpm.StsOmInterop3.exe utility to check the URL, you receive an error message that resembles the following:
Error:
ASP.NET version string = 4.0.30319, framework found = Framework
ASP.NET version is not as expected.

Cause
This issue occurs because the .NET Framework 4.0 is detected before the .NET Framework 2.0.
When the WSS adapter uses the Microsoft.BizTalk.KwTpm.StsOmInterop3.exe utility, the utility requires the .NET Framework 2.0. However, the utility locates the .NET Framework 4.0. Therefore, the issue that is described in the "Symptoms" section occurs.
Resolution
Cumulative update information
The hotfix that resolves this issue is included in cumulative update package 4 for BizTalk Server 2009.
