Errors when you start Outlook, and your Windows user account contains Unicode characters


When you start Microsoft Outlook or open an item for the first time, you see one or more of the following error messages:

Cannot start Microsoft Outlook.
An error occurred in the folder shortcuts file (.fav). Outlook will recreate the default folder shortcuts.
Could not install the custom actions.
Cannot start Microsoft Office Outlook. Cannot open the Outlook window.
Failed to register a VB Script DLL. Reinstall or run Regsvr32.exe VBScript.dll to self register.
The operation failed.

Additionally, when you create a new Outlook profile, you may receive the following error message:
Unknown error occurred. Error code 0x8007007b.


This problem occurs if your Windows user name contains Unicode characters. When you run Outlook for the first time, Outlook does not correctly translate from Unicode to ANSI the user names that make up part of the user profile path.


There is no resolution at this point other than not to use Unicode characters in your Windows user account name.


Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
