Summary

Customers who are upgrading from the .NET Framework 4.5.1 or 4.5.2 to the .NET Framework 4.6 or who are installing Visual Studio 2015 after they install updates 3098779 and 3097997 may experience issues when they run .NET Framework applications.

Also, customers who are using a system that has the Microsoft .NET Framework 4.6 installed and who manually apply security updates 3098779 and 3097997 for the Microsoft .NET Framework 4.5.1 and 4.5.2 on Windows 8.1, Windows RT 8.1, and Windows Server 2012 R2 may experience issues when they run .NET Framework applications.

Note Older operating systems that have the .NET Framework 4.5.1 or 4.5.2 installed are not affected by this problem because security updates 3098779 and 3097997 do not apply to them.

Symptoms

Scenario 1

  • You are using the .NET Framework 4.5.1 or 4.5.2 on Windows 8.1, Windows RT 8.1, or Windows Server 2012 R2.

  • You have installed all latest updates for the .NET Framework 4.5.1 and 4.5.2. This includes updates 3098779 and 3097997.

  • You download and install the .NET Framework 4.6 or you install Microsoft Visual Studio 2015.

In this scenario, some components of the .NET Framework 4.6 are not upgraded as expected, or some .NET Framework applications do not start or do not run correctly.

Scenario 2

  • You are using the .NET Framework 4.6 on Windows 8.1, Windows RT 8.1, or Windows Server 2012 R2.

  • You manually apply updates 3098779 and 3097997 or any other update not intended for the .NET Framework 4.6, even though these updates are intended for the .NET Framework 4.5.1 and 4.5.2.

    Note This is an unsupported scenario. For more information about how to determine the correct application for a Microsoft .NET Framework update, see Microsoft Knowledge Base article 3136092.

In this scenario, some .NET Framework applications do not start or do not run correctly.

Resolution

Resolution for scenario 1

Customers can resolve these issues by upgrading to the .NET Framework 4.6.1 from the following Microsoft Download Center websites:

Alternatively, customers can uninstall updates 3098779 and 3097997 if they have upgraded their systems to the .NET Framework 4.6 or have installed Visual Studio 2015 from a fully updated .NET 4.5.1 or 4.5.2 system that has updates 3098779 and 3097997 installed.

Customers should then rescan Windows Update and download and install updates 3098785 and 3098000. These are the corresponding Microsoft Security Bulletin MS15-118 updates for the .NET Framework 4.6 on Windows 8.1, Windows RT 8.1, or Windows Server 2012 R2. This action will correct the version mismatch.

Resolution for scenario 2

Customers who manually apply updates 3098779 and 3097997 on systems that have the .NET Framework 4.6 installed should be aware that this is not a supported scenario. These updates do not apply to the .NET Framework 4.6.

Therefore, customers who are using the .NET Framework 4.6 should uninstall updates 3098779 and 3097997. Customers should then rescan Windows Update and install only those updates that apply to the .NET Framework 4.6. This action will correct the version mismatch.

Similarly, customers who are using the .NET 4.5.1 or 4.5.2 should make sure that there are no updates that are applicable to any other .NET Framework version installed on their systems. For example, updates that are intended for the .NET Framework 4.6 should not be applied to systems that have the .NET 4.5.1 or 4.5.2 installed.
