STATUS: FIXED. On June 25th, 2019, the Outlook Team made a change to the service to fix this issue. If you are still seeing this issue, restart Outlook a couple of times so it can pick up the service change. WORKAROUND. To work around the issue, you will need to end all Office processes that are running and disable the presence features.

Fix your Outlook email connection by repairing your profile
Choose Account Settings > Account Settings. On the Email tab, choose your account (profile), and then choose Repair. Note: The Repair option isn't available if you're using Outlook 2016 to connect to an Exchange account. Follow the prompts in the wizard, and when you’re done, restart Outlook.

1. Investigate possible issues caused by add-ins. Exit Outlook. Press the Windows logo key + R to open a Run dialog box. Enter Outlook /safe, choose a profile if prompted, and then select OK.
