Lync Server 2013 Front End servers in a pool cannot start

Symptoms

When the Lync Server Front-End service (RTCSRV) starts, it checks to make sure that there are primary replicas for all routing groups in the pool. Additionally, the service checks to make sure that there are secondary replicas for the routing groups for which it is the primary. If these conditions are not met, the service will perpetually remain in the Start Pending state. This can happen in the following scenarios:
  • Not all the servers in a pool are started. This occurs when some of the routing groups do not have a primary replica, which prevents any of the servers from starting.
  • There are problems placing the primary replica of the routing groups because of unknown issues.
