Dnscache service no longer sends update packets to the DNS server

Symptoms

Consider the following scenario:
  • You have a computer that's running Windows 8 or Windows Server 2012.
  • You configure a static IP address on the computer.
  • The Dnscache service stops running because of an idle time-out of 15 minutes.
  • The Dnscache service is triggered to restart.

In this scenario, the Dnscache service no longer sends DNS update packets to the DNS server. When the time stamp is no longer updated, the DNS scavenger eventually deletes the computer record, and this makes the affected computer unavailable.
