The SharePoint Designer 2013 people picker has limited functionality

PROBLEM

Consider the following scenario.
  • You use SharePoint Designer 2013.
  • You click Open Site to connect to either a SharePoint Online site collection or a SharePoint Server site collection that's configured for claims-based authentication.
  • You create a workflow in SharePoint Designer that uses the Send an Email action.
  • In the Define E-Mail Message dialog box, you click the address book icon to open the people picker (Select Users screen). Then, you select from among the list of users and groups to specify a distribution group in the To and Cc fields.
  • After you click OK, you notice that the Define E-mail Message screen displays a user claim and not an email address.

    Note A claim is displayed as a series of letters and numerals that are separated by hyphens (-).

WORKAROUND

To work around this issue, use one of the following methods, as appropriate for your situation:
  • For SharePoint workflows that use the SharePoint 2010 Workflow Platform Type, users can store the email address for the distribution list in a string variable, and then use the variable to send an email message to the distribution list.
  • For workflows that use the SharePoint 2013 Workflow Platform Type, users should not try to resolve distribution lists.

This is a known issue.

This issue occurs because SharePoint Designer 2013 lets users send email messages to distribution lists on the SharePoint 2010 Workflow Platform Type. If a non-claims based site collection is used, the SharePoint 2010 Workflow correctly resolves a distribution list because it uses a different web service to resolve user principals.

The SharePoint 2013 Workflow Platform Type doesn't let users send email messages to distribution lists or distribution groups.

SharePoint Designer 2013 workflows don't work on non-claims based site collections.
