You Receive the "RPC Server Is Too Busy" Error When You Force Replication Between Two Domain Controllers

When you try to use Active Directory Sites and Services (Dssite.msc) to force replication between two domain controllers in the same site, you may receive the following error message:
The RPC Server is too busy

This problem may occur if the time on one domain controller is five or more minutes ahead of the time on the other domain controller.

To resolve this problem, synchronize the two domain controllers.
