Internet Explorer patched with 813489 may not display third parties files like PDF files if any of these characters is used in the URL.
In order to prevent potential vulnerabilities as explained in KB 813489, Internet Exporer will now takes the four characters (<, >, ', ") as unsafe
characters when loading third-party files. IE will remove these characters when launching the content of a third parties like a PDF file.
The workaround is to use the 'Hex Code' of the character (for the apostrophe it is %27) in the URL rather than the actual character (').
