憑證服務啟動時在憑證授權單位 (CA)，憑證範本是無法載入，而且憑證要求是成功使用相同的範本。

因為已驗證的使用者群組被移除範本的存取控制清單 (ACL)，就會發生問題。 已驗證的使用者群組是範本 ACL，根據預設值。 （由 CA 本身會包含在此群組）。如果移除已驗證的使用者群組時，（企業） CA 本身不會再可以讀取在使用中的目錄中，範本，並因此，憑證要求可能會失敗。 如果系統管理員想要移除已驗證的使用者群組，就必須加入至範本 Acl 並且設定成 [讀取每個 CA 電腦帳戶。 如果已驗證的使用者皆已從範本的 Acl，下列的錯誤可能會觀察到 CA 的啟動時，針對根據範本要求憑證時。
