Error message 

A message states that you have reached the maximum available activations for a product key.

Issue description

Partners are provided a specific number of activations per product through their MPN membership benefits. If you have met or exceeded the maximum number of activations, you will be unable to activate more licenses by using the provided product key.  

However, in some scenarios, the quantity of licenses granted to partners for demonstration, internal training, or Learning competency training exceeds the number of activations allowed by the product key.

Resolution

In these scenarios, you should not activate the computers that you are using for demonstrations, internal training, or Learning competency training, especially if these computers are frequently reimaged.
