FIX: A Windows Embedded Compact 7-based device can't connect to the preferred APs after multiple restarts

Assume that you have multiple access points (APs) on a Windows Embedded Compact 7-based device. If you connect to several APs, they will all be marked preferred. After multiple restarts, the ProfileList registry key may experience an OS4096 limit, and the device won't connect to the preferred APs.
