Symptoms
When you receive an email message that contains non-RFC compliant characters in the To field, MSExchangeDelivery.exe crashes in Exchange Server 2013 and EdgeTransport.exe crashes in Exchange Server 2010.
Cause
This issue occurs if both the following conditions are true:

You have KB 4509409 (Description of the security update for Microsoft Exchange Server 2013: July 9, 2019) installed in Exchange Server 2013, or KB 4509410 (Description of the security update for Microsoft Exchange Server 2010: July 9, 2019) installed in Exchange Server 2010.

The email message To field contains a non-RFC compliant character, such as a dash "–".
Resolution
To fix this issue, install the following security updates, as appropriate:
