When creating a new or editing an existing meeting, choose the Time zone: dropdown from the top toolbar.

Select a new time zone for the meeting.
Meetings appear in your calendar in your local time zone. For example, a 2pm East Coast meeting appears at 11am in for a West Coast participant.
Tip: You can set and view meetings in multiple time zones in Outlook.
