Go to View and select View page layout button Page Layout to show the ruler. To hide it, select Normal.

Showing the ruler isn't currently possible in Excel for the web. You can, however, show or hide the ruler in the Excel desktop app.

To open the desktop app, at the top of the ribbon, select Editing > Open in Desktop App.
