Symptoms

The distribution manager (distmgr) component of the SMS Executive service does not process incoming package notifications (.PKN files) in a timely fashion. This can occur when there are multiple site control file changes, which in turn trigger distribution point checks.
The main processing thread of distribution manager will show multiple entries resembling the following in the distmgr.log file:

11-07-2019 08:04:21.009    GetDPCRC - DP1.CONTOSO.COM
11-07-2019 08:04:22.226    Finished GetDPCRC - DP1.CONTOSO.COM
...
11-07-2019 08:42:21.211    GetDPCRC - DP2.CONTOSO.COM
11-07-2019 08:42:21.321    Finished GetDPCRC - DP2.CONTOSO.COM

Note these log entries will show the same thread ID, and they may be 30 minutes or more apart.
