Symptoms
The "the drivers for this device are not installed. (Code 28)" error message is displayed for 3D Video Controller under other devices in Device Manager on Surface Book.
This issue occurs when you perform a new installation of Windows 10 or Windows 10 version 1511 and then install SurfaceBook_Win10_151118_0.msi.
Cause
This issue occurs because the driver for the video card requires a co-installer which doesn't execute when the .msi file is applied.
Resolution
To resolve the driver issue with the 3D Video Controller driver, follow these steps:

Download the latest .zip file for Surface Book drivers from https://www.microsoft.com/en-us/download/details.aspx?id=49497

Extract the .zip file to a folder

Run Drivers\Display\DGPU\setup.exe to install the Nvidia driver
Note: This issue has been corrected in the January 27, 2016 and later versions of the Surface Book MSI downloads. The MSI will install the NVidia driver automatically.
